I would make a flat plane with the necessary amount of subdivisions, and then use the bend and twist deformers to get the basic shape. Then I'd extrude to give it thickness, and use a lattice deformer for the final touches. There are many ways to do this, but I think this might be the easiest (for me, at least.)
